  • First elected to Suffolk County Legislature in 2005.
  • Chairs the county’s Economic Development, Higher Education and Energy Committee; vice chair of the Parks and Recreation Committee and member of the Public Works and Transportation Committee.
  • First public office election was as a Babylon Town Councilman in 1999. Served as town chairperson for Economic Development, chair of the Veterans’ Advisory Council and organized the first Veterans CERT team in Suffolk County.
  • Prior to serving on the town board he served as the chairman of the town’s zoning board of appeals and as deputy director of the Industrial Development Agency.
  • Prior to political roles, he served as regional director for finance of the New York State Parks, chairperson of the New York State Committee on State Parks Financing and is founder of the L.I. State Parks & Parkways Historical Collection.
  • Former President of Babylon Beautification Society
  • Babylon Rotary International-Environment and Program Coordinator
  • Trusteein Babylon Village Historical & Preservation Society
  • Founder and recipient of the Boy Scouts of America Good Deed Award
  • Member of Farmingdale College Business Advisory Committee
  • Babylon Village Historic Fountain Reconstruction Project Committee member
  • Horsley completed his Doctorate in Modern World History at St. John’s University in 2005, a Bachelor of Arts degree from Dakota Wesleyan University, a Master of Public Administration degree from Bernard Baruch College, and a Master of Modern History degree from St. John’s University.
  • Currently also works as an adjunct professor at Farmingdale State College and previously taught history at St. John’s University.
  • Horsley is a lifelong Babylon Village resident, and graduate of Babylon High School.
